We are happy to announce that our network has grown to more than 170 endorsing organisations, several of whom will be attending the third meeting of the Intergovernmental Negotiating Committee (INC-3) in Nairobi from 11 to 19 November 2023. As key outcomes of the meeting we expect the INC to provide a mandate to the Chair for preparing a first draft of the Global Plastics Treaty, and to agree on a programme for intersessional work, building on proposals in our pre-INC3 submission. We stand ready to work with governments and stakeholders in this important next stage of the treaty negotiations.

To support our joint vision and desired outcomes in the treaty negotiations, we have developed these policy recommendations for the Second Session of the Intergovernmental Negotiating Committee on Plastic Pollution (INC-2).
We welcome the ‘Zero Draft’ for a Global Plastics Treaty (UNEP/PP/INC.3/4) prepared by the INC Chair, which in our view forms a good basis to continue negotiations at INC-3 in Nairobi in November 2023.
Businesses respond to certainty.
The ‘Zero Draft’ is a comprehensive document that contains various options for potential treaty provisions that could support progress on all three global outcomes we call for in our Vision Statement: Reduction, Circulation, and Prevention alongside Remediation to achieve a circular economy for plastic and to end plastic pollution.
We believe that the final treaty must contain strong and legally-binding provisions that require national governments to implement and enforce harmonised regulations over the full life-cycle of plastics. It is encouraging to see all of our policy recommendations are, to some extent, reflected in the structure of the ‘Zero Draft’.
UN Member States have the opportunity to further strengthen the draft legal text and create alignment on the most ambitious options.
At INC-3 it is important for governments to develop a common understanding of what each option entails and strengthen binding elements. We stand ready to work with governments and stakeholders in this important next stage of the treaty negotiations.

We believe that legally-binding global rules and harmonized policies are critical to drive change at a global scale to end plastic pollution. We are greatly encouraged that more than 130 member states have specifically called for binding rules that will create a level playing field for all businesses. A solid foundation has been laid by the dialogue amongst governments during the negotiations this week in Paris, and we hope to see this taken forward through the development of an initial “zero draft” of the treaty before the next round of negotiations in Nairobi in November.
Leading businesses recognise that ambitious goals and aspirations to end plastic pollution in a treaty have little value on their own, and hope that the zero draft will contain clear policy measures that help us get there. We have a rare and real opportunity to make a positive change to our world by reassessing how we make, use, and think about plastic, and are committed to supporting the process in the best way we can.

This document builds on our submission of 6th January 2023 to the INC, and further details our positions on key elements that the Business Coalition would like to bring to the attention of governmental delegations attending INC2, including our assessment of how these have been reflected in the ‘options paper’ prepared by the INC secretariat (UNEP/PP/INC.2/4) mentioned above.
This document was developed in close collaboration with a Policy Working Group co-chaired by business representatives, and through an extensive consultation with the Members of the Coalition.
